Ohio Case Mix Changes: Start Preparing Now!

October 1, 2023 brings changes to the MDS, including the retirement of Section G from the OBRA assessment item sets. States who use RUGs for their case mix methodology, including Ohio, will have decisions to make regarding changes to their case mix methodology as a result of the item set changes. Discussions have been ongoing since last fall between the Ohio Department of Medicaid and OHCA and other provider representatives to plan for this change.

This session is for MDS Coordinators, Administrators, Directors of Nursing, therapists and other embers of the IDT and will provide the latest updates on planned changes to Ohio case mix methodology along with concrete strategies to help capture case mix currently and to be prepared for the new system when it is implemented.

Objectives:
1. Describe the Ohio department of Medicaid plan for measuring case mix with the implementation of the new item set.
2. Articulate the timing for implementing these changes.
3. Develop at least three strategies to improve assessment of MDS items used in case mix.

Robin L. Hillier, CPA, STNA, LNHA, RAC-CT

Robin L. Hillier is a healthcare executive dedicated to post-acute and long term care. She is a Certified Public Accountant, a State Tested Nursing Assistant, a Licensed Nursing Home Administrator, and is Resident Assessment Coordinator Certified and a Master Teacher through the American Association of Nurse Assessment Coordination (AANAC). Throughout her career she has been involved in all aspects of facility operations, including ownership roles. She is currently the Director of Reimbursement and Quality Metrics for Welcome Nursing Home in Oberlin, Ohio; Co-Owner of Quality Life Services, a home health agency; and President of RLH Consulting, which provides operational and reimbursement consulting to providers of skilled nursing, assisted living and intellectual or developmental disabilities.

Ms. Hillier was elected to the Board of Governors of the American Health Care Association (AHCA) in 2010, and served for seven years. She is Past Chair of both the Ohio Health Care Association (OHCA) and its' Educational Foundation (EFOHCA). She also serves on the AANAC Expert Advisory Panel. Ms. Hillier was a 2015 recipient of the Joe Warner Patient Advocacy award and the 2004 OHCA President's award. She is a graduate of both the AHCA Future Leader and Political Ambassador programs, and represented AHCA at the 2014 White House Summit on Working Families.


Continuing Education Credit:

This program has been approved for 4 hours of continuing education credit for nursing home administrators (Ohio BELTSS), Ohio CPAs and nurses.
